Nope; we vote on the binaries. Really invalid to vote on binary A but ship binary B, even for something as minor as this.
If I have time this afternoon, I'll update the fix to include LIC/NOT in source and binary JARs and the retag that as 5.3.4, generate new release, etc., and restart the vote.
