We use tags to identify the revision that we created a release from. So if we 
tag something 5.3.4 we
should be able to recreate that exact release.

I don't see any real harm in going forward with a release. It seems that we 
didn't miss to attribute
anything were attribution is required and we aren't including any 
non-al-compatible sources. If
Howard however wants to he can declare the vote failed, re-create a 5.3.4 
release with the proper
license and notice files and try again.
