If you have time, go through the xsds and owls and look for W3C headers and similar. If there are, then find out what to add to which NOTICE and LICENSE files. (We can merge those across modules later, so just in src/main/resources/META-INF I guess?) Some I have made (for Jaxb), even thought they have w3.org namespaces (owl.xsd etc) - I think I added Apache headers to those. The wf4ever ontologies is a mixed bag, they are Creative Commons Attribution with multiple authors. (And need NOTICE entry) See https://w3id.org/ro for full list of author affiliations. Some of those (bundle.*) are purely Manchester made. We need to keep track of which ones have been "signed off" and tracked in NOTICE/LICENSE, perhaps just comments in that RAT config within the pom.
