I put 2015-07-13 as the license header date, as that is when most of
the header commits seems to have been done by.

However, in this case, it's not the fully general case.
If you believe the code was clean when committed that date will do.
Check and make sure that for all code included with the distribution that is
not under the Apache license, we have the right to combine with Apache-licensed
code and redistribute.
I assume this covers just files inside our source trees, e.g. what
would go into NOTICE or LICENSE?
I think we have checked them all (Alan and Donal was doing this a year
ago), but we haven't done the necessary updates in NOTICE and LICENSE
in the git repositories which have not yet been released,
e.g. https://github.com/apache/incubator-taverna-server/blob/master/NOTICE
mentions some XSDs which are not yet declared.
Does this checklist item relate to the NOTICE files or just checking the files?
My reading is that it applies to checking the files, not that N&L are
perfect.

Thought I'd share that the following podlings have not yet signed off on
their Copyright sections in their status reports. I mention this because I
believe it's one of the first elements that should be signed off on the
status report and it's a worry if projects have not done so:

streams
taverna
I'd be interested to hear about any reasons why the above aren't able to
sign that element of their status file off.
