the W3C Software License notice for
taverna-wsdl-generic/src/main/resources/META-INF/soap-encoding.xsd can be moved
from NOTICE to LICENSE.
I think it should still remain in
taverna-wsdl-generic/src/main/resources/META-INF/NOTICE so it is included in
the final JAR.
