No as per [1] it needs to go in LICENSE not NOTICE. It's best to add a pointer
in LICENSE to a local copy of the full BSD license, that way all BSD legal
obligations are covered. (IMO and AFAIK but INAL and there are probably several
ways to comply with both BSD legal obligations and ASF policy.)
