What is the issue with
https://github.com/apache/incubator-taverna-server/blob/master/taverna-server-usagerecord/src/main/java/org/ogf/usage/JobUsageRecord.java
since it has the Apache header? Is it the class it extends that is the
problem - org.ogf.usage.v1_0.UsageRecordType or the XSDs that it uses?

For the usage record XSD I found
https://www.ogf.org/documents/GFD.98.pdf. In section 18 it has a feel
free to use but don't change type copyright notice. Since we have no
reason to change it and it puts no restrictions on its use or the terms
of the Apache Licence (I believe - go on I dare you to ask legal) I
think it is ok under the category-b weak copyleft type license. So maybe
it just needs added to NOTICE.
