all builds expect that one with missing IO::Socket::SSL and the allowed
failures are successful, travis is a good first line of defense and we have
clean vm's for every build.
Installing libcrypt-ssleay-perl should be sufficient
So you can add this to
https://git1-us-west.apache.org/repos/asf?p=thrift.git;a=blob;f=build/travis/installDependencies.sh;h=852a8056908da1d9cc41a29fbafed8f14cae1fab;hb=HEAD#l40
and update the docs about this new dependency for the perl library
