Just because we found it on the internet, doesn't mean we automatically have
the right to use it! Probably best to ask on the mailing list for
guidance/advice on this, lots of experts there
That said, if Apache SIS is being used to parse the files, then it's possible
that Apache SIS will have a suitably licensed test file we can use
