I think the simplest solution is still the tika-resource-test module with all 
the docs.  That of course comes with the extra processing of downloading and 
unzipping (but again still dead simple).  If we don't want to duplicate then I 
think the next best thing is the test jars and adding code to read the 
documents with Classloader.getResources.  Open to other suggestions but those 
are the only ones I know that will work without adding even more complexity.
