My main question: what's the least we can do to have a responsible release of
1.15? I'm ok _for this release_ to simply skip tests that require a network
call if there's a network error. I'm also ok with our current lack of a clear
distinction between parsers that operate on bytes and those that operate on
strings...largely because we already have some muddlement here and because
users now have to turn on the sentiment parser.
Let's open another ticket to discuss handling a distinction btwn parsers that
operate on bytes and those that operate on strings...this, I think, we should
put off to 2.0...or at least 1.16. :)
