I just committed the fixes to this TIKA-3259 to the {{main}} branch. I tested
that our rotation test works on my Windows laptop. yay!
I've started to document some of these optional dependencies and their
configuration: https://cwiki.apache.org/confluence/display/TIKA/TikaOCR
If Jenkins has no problems, you'll be able to download tika-app from, e.g.
https://ci-builds.apache.org/job/Tika/job/tika-main-jdk8/ for your personal
testing, etc...not for production use.
