This is ready for review. If we're good to go with this branch, I'll add in the
other fetchers and then turn to emitters and other pipes components.
For now, there's still an unpleasant tika-config.xml for parser configuration
and a tika-pipes-config.json for the pipes configuration. Ideally, we'd move to
one json config file. We aren't there yet.
