Seems to be it should be one possibly two given the simplicity of tiles and really only encapsulating the template feature. MyFaces is 1, tomahawk is 1, torque is 1,log4j is 1. Unless there is some overwhelming reason to have more than one I would vote for one. Its a heck of a lot easier to maintain for sys admins.
Splitting a project up into modules lets user choose what functionality they need. If you're not using JSP, you can leave out that jar. If there is a large demand for it, we can look at producing a tiles-all jar that contains everything, but IME it's a few lines in a Maven or Ant build file to pull in the dependencies you need. -- Wendy
