Third-party sites are allowed to provide help/insight about Apache projects. However, the site cannot be confusing about the project's brand or the source of the project (which is Apache). Would the average new user looking at "Planet TinkerPop" understand that "Planet TinkerPop" was not endorsed by Apache? Or would that new user know that "Planet TinkerPop" and the companies listed didn't make TinkerPop? Obviously there is some gray area to consider in those questions and we've come to learn that the PPMC is responsible for dealing with those questions and acting accordingly when we become aware of such things. You can read more about this stuff here: http://www.apache.org/foundation/marks/ I think that we could have made Planet TinkerPop "work" but it would have involved a significant level of additional effort that couldn't be afforded, especially since much of the content that drove the existence of Planet TinkerPop was actually allowable on the Apache TinkerPop site (a bit of a misunderstanding within the PPMC). Anyway, it seems we are on the right track now and I hope that helps answer your question in some way.
