-1. If it gets to this point, the detected encoding is *wrong* (e.g. <?xml version="1.0" encoding="iso-8859-2" ?> in JSP syntax). I don't have access to an EBCDIC machine to know what the problem is, but this isn't the fix. Possibly a better way to guess the encoding of the Reader?
