The reason we are dropping support is because it's a gigantic pain in the neck to support Windows builds of, well, really anything, but specifically OpenSSL. If you can improve the patch such that it applies cleanly to all of the situations you find important, then go for it. I suspect the patch is not possible to apply to all possible versions of 1.1.1. All currently-supported versions of Tomcat will work with an OpenSSL-3.0-based tcnative. Tomcat will ship a statically-linked version of libtcnative with Windows builds. I'm not sure why this is a problem. Windows users need to be able to build against their own private versions of OpenSSL?
