Well sure, but if there is a regression with BVal for the moment, why would we upgrade it on purpose? Sure it will be faster to boot, but it won't work as expected. At least it needs more investigation as far as I understood.
I think for an M3 it's ok to be a bit slower bu at least have something that works.
