   There are three items in the candidate release workflow:
   
   1. Review the checks on the files
   2. Cast a vote
   3. Resolve the vote
   
   Items 1 and 2 are for every participant who wants to vote. Item 3 is only 
for the release manager.
   
   The issue is: **we need to decide what to show to the user**. We assume that 
the user is a release manager, so we show item 3. The link in the email 
template will (not yet implemented) be to item 1.
   
   The present plan is to combine items 1 and 2 on a single page. We can change 
this, but doing it this way means that we can call the page "Vote on 
[RELEASE]", which aligns it with the phase name ("VOTE").
   
   Probably we should resolve this issue by **displaying items 1 and 2 on a 
single page to all users, including the release manager**. This will require a 
code change, as presently 3 is the default. The RM should not even see the 
"resolve vote" page until the agreed upon period for the vote has elapsed.
   
   We should consider whether to split 1 and 2 onto separate pages.
