I'd suggest different nomenclature. The site/platform is "Apache Trusted **Releases**". Thus, I'd think anonymous people arriving at the site are looking for "Releases" rather than "downloads". Right up front, these people should be managed towards finding the releases they want, how to download them, and how to verify them. When you're signed in, maybe the leftnav is something like "Release Workflow".
