We need a separate downloads site which will be served by our existing httpd instance at least for alpha. Task allocated to @sbp to review the way that Puppet configures the existing downloads.a.o site. Use that to inform the way that the ATR downloads site works. Discussed in conversation with @dave2wave how to handle the filesystem side of this. We should be able to reuse the tree that ATR uses, so that we don't have to link. It should be "write once and then maintain persistently", and only ATR should be writing, so there should be no contentions for changes.
