   Let's continue the discussion about DOAP files and "just do it" maintenance 
from #117 
   
   Current situation is that DOAP files are created or not in any number of 
places by PMCs and then connected through `projects.apache.org`'s 
`projects.xml` file.
   
   The DOAP file declares information about the project in order to help 
understand what it is about and what technology categories it belongs to. The 
list of active releases of the project is ideally part of this information.
   
   IMO the best place to distribute DOAP files is on `downloads.apache.org`. 
It's fine if it is also in other locations.
   
   Also, we should consider if the DOAP file is the best place to include and 
distribute to our downstream links to ALL metadata about a project's release.
