There are a number of cases where licence header is not really needed (one such case are automatically generated files). It would be nice to have some ways of excluding the files - by .ignore. It could be .rat-excludes embedded in the packages (maybe it already works this way ?) or specifying the exclusions in the defintion of the "product" - as some ignore entries.
