   I think we should add a message _at the top of the page_ on the public view 
anyway, whether it's a separate URL or not, about the existence of the 
committer view. Committers may reach the page without having logged in before, 
for example.
   
   On the choice of whether to have two pages or one, note that committers 
would still have to log in again to the separate committer-only page, because 
of the `SameSite=Strict` cookie, so that would be no UX improvement over the 
unified page. We could also still communicate the different path of voting on 
the public view of the existing unified route, so there's no difference there 
either.
   
   I don't know whether we should have one or two routes, and I would like to 
discuss it further.
