   Resolved by 75d456f5faefefe752cb5f1acddd0ce12e60fe36. This commit changes 
the vote page entirely to be reactive to any of five roles: unauthenticated, 
committer, committer release manager, PMC member, or PMC member release 
manager. It also restructures the page to present a numbered list of options at 
the top, constituting the step sequence that the user must go through depending 
on their role. Wherever they are in the sequence, it is easy for the user to 
follow the link to the interface that will help them with the present step. The 
checks section, with its huge list of files, has been moved out to a separate 
page but is still conveniently linked from the appropriate step.
   
   This was a large refactor, so although I have tested it carefully as each of 
the five roles there may still be some bugs. Please do file a new issue if you 
notice anything, no matter how small the problem, or ping us on Slack. Thanks!
