Implementation plan is to perform distributions from GitHub Actions in `apache/tooling-actions` To start three Actions are required. 1. rsync release files from ATR to the GHA Runner. 2. create and push a staging repository to Nexus3. 3. publish the staged repository to Maven Central. Once the actions are ready then 4. GH workflows need to be created for (a) Maven Staging and (b) Maven Publishing. 5. These workflows are then run and monitored from an ATR distribution task.
