   The question we were trying to answer in this thread is: can we use TEA to 
give PURLs to components that don't have one?
   
   Examples of such components could be:
   
   1. C/C++ projects like Apache Httpd,
   2. Any binary distribution that ends up being published to 
`dlcdn.apache.org`, but not a package repository. For example the Tomcat MSI 
installer, the binary distribution of Ant, Maven, Solr, etc.
   
   This is also discussed in the SCID Package URL proposal: 
package-url/purl-spec#516
