   In general, vote tabulation is heuristic and can never be perfect because of 
the freeform styles used by voters. We have seen, commonly and in practice, 
very difficult to parse cast vote expressions. It will _always_ be possible to 
improve the algorithm, but diminishing returns and the risk of overfitting very 
quickly become concerns.
   
   If release managers want a vote to be conducted with 100% guaranteed 
accuracy, we previously discussed storing votes cast on ATR itself in the 
database and even having a mode that restricts votes to be cast only on ATR. 
That was issue #236, and it had been closed, but I've just reopened it because 
I think that it is a useful solution to this general problem.
