Can you suggest a tag that has a reasonably stable branch of OOo 2.x on, instead of just going for HEAD, for which there are lots of warnings saying that it won't compile

Yes.

There is a OOo 1.1.x branch that is compilable with Cygwin/MinGW,

This is experimental, don't expect it to work reliably.
