a temporary workaround here was to remove the -f flag for subshells in
"solenv/inc/startup/wnt/macros.mk" which on the other hand slows down
the build dramatically :-(

http://www.openoffice.org/issues/show_bug.cgi?id=51560 ) might be
related. By upgrading cygwin1.dll with snapshot version, the minimal
test case (perlfreeze) was passed but it did not help to solve my
issue.

4. I understand it is the best to solve issues with the latest version
of cygwin, if any. However, what about providing 'proven to work'
version of cygwin through tools project?

I will try to trace the problem if you let me know how to do it.
Unfortunately, I am not cygwin expert. :-)
