Assuming the tools are being donated I assume you mean?

If you have something under a 3rd party compatible license you can’t change 
that license without permission of teh owner, but you can bundle it into 
something at ALv2 licensed.

In most cases using a tool that's not Category A wold be OK as long as what it 
produced licenses isn’t effected, just like some commonly used build tools.
