You appear to have missed the bit where I said:
The resources below /conf/test/turbine-resources need to be included in
the src distribution for the tests to pass.
Add these and we should be good to go.

In addition to this I have committed a patch to the failing test to
make
it work correctly for src distributions.
A couple of other small changes were also made
- corrected the license and other information in the README file
- updated the commons-lang dependency to 2.4 (backwards compatible)
I would be happy for us to go straight to 2.3.3 without an RC, but if
you want to go to the trouble of doing an RC first that is fine.
