Maybe. They got as far back as June 1st, and give every impression of
having stopped there. But perhaps there is more in the pipeline.

I don't know how many other places the list is archived, but each
of them will potentially need some individual attention, as they
are likely to have gone dead. Even regular list users probably have
mail filters that they will need to modify.
Gmane is now up and running again, but all postings between 17th and
21st June (including the one I'm replying to!) are lost.
The Mail Archive is missing the same few days (does it get its feed from
gmane?), and in the same way has cut over from
http://www.mail-archive.com/[EMAIL PROTECTED]/
to
http://www.mail-archive.com/[email protected]/
so that the archives have a discontinuity.
I mention this one in particular because it's listed on the Tuscany
mailing lists page: http://tuscany.apache.org/mailing-lists.html, which
will need to be updated.
