It seems unfortunate to remove the policy versions completely. How about
adding a switch to the FullAppLauncher to specify whether to load the
with-policy contributions or the without-policy ones? This would require
some changes in the "ant run" target as well. When 1.6 is released
we could remove the switch and just use the policy versions. I'm happy to
make these changes if there is agreement on this solution.
