Haven't got to the bottom of this but I'm adding some new matching code and
debugging through the model post build it seems that structural inheritance of
intents is not working properly. I'm looking at itest/implementation-spring
implementation.policies test atm and I have to place the intents very carefully
to make it work not I've turned policy matching on.
I'll add more here as I investigate.
