Simon Laws resolved TUSCANY-3426.
---------------------------------

    Resolution: Fixed

Seems to be working now. I'm left with a set of problems with the otests
themselves. Raising separate JIRA for those.

> Haven't got to the bottom of this but I'm adding some new matching code and
> debugging through the model post build it seems that structural inheritance
> of intents is not working properly. I'm looking at
> itest/implementation-spring implementation.policies test atm and I have to
> place the intents very carefully to make it work not I've turned policy
> matching on.
> I'll add more here as I investigate.
