Whats the status of TUSCANY-3503 - The Policy framework is still applying policies automatically in order to satisfy intents

There's only one test left failing in trunk for the Java CAA, CI and
Assembly compliance tests, ASM_10002_TestCase, which has a comment
saying its due TUSCANY-3503. Whats the status of that JIRA? From the
text it wasn't that clear to me if this is something we need to fix in
Tuscany or if its a problem with the OASIS test itself.
