I'm not up to speed with all the policy changes - what has to be done
to attach the policy set to the service? Is this the appliesTo
attribute on the PolicySet1 definition at:
http://tools.oasis-open.org/version-control/svn/sca-assembly/TestCases/General/src/main/resources/META-INF/definitions.xml
