In general, I think that library type projects are going to attract very niche contributors. My experience is limited however and may not be accurate.
My suggestion would be to stick to a limited number of channels but to concentrate on github PRs and apache lists and JIRAs. I am slow on the uptake of new things though. :) The roadmap idea and communication of the usecases is probably important.
