If the resourcing is straightened away then next steps IMO would be: 1) move your code over to apache, populate git repo, but also update the name/docs, update your java packages to org.apache, etc...
this checklist gives a pretty good high level on what you need for a release to pass muster from the apache standpoint: http://incubator.apache.org/guides/releasemanagement.html#check-list (see that whole doc for more details though) 2) start building community (users/contributors/committers/etc...) 3) cut a release. Given you have a codebase already I'd suggest making this happen sooner rather than later. The first release is always the most cumbersome. Good luck and welcome!
