It's necessary for a podling to report every month for the first three months in incubation. I've fixed the source of the issue - the podling.xml file was not setup properly (missing "monthly=true" for reporting schedule) - and committed that change. Shouldn't be an issue for Jan/Feb. It would be good if you (twill community) could create a board report asap and add it to that page: http://wiki.apache.org/incubator/December2013 You'll see the general format there.
