Is there a link to just download URE? Is this available? Has there been any work on using Visual Studio express? Or Visual Studio 8?

Unfortunately, you currently need to follow the OOo build instructions, and in module instsetoo_native a URE installation set will fall out of the build process. This, of course, is a time consuming process, in that lots of OOo-specific modules not necessary for URE will also be built.
