Automation welcome :-) ... There is an Jira to automate the part of the production here where the Jira notes are incorporated (see https://issues.apache.org/jira/browse/UIMA-1796 ).
Up to now, the release manager was responsible for generating these files. The idea I think was to have both formats available (plain text and html). Given that everyone has access to a brower these days, I would be in favor of dropping the plain RELEASE_NOTES and just keeping the .html version, I think.
