The current osgi builds duplicate many things and have extra projects - one per
annotator. The licenses / notices etc can get out of sync between the
duplicates.
Change this by removing the duplicate projects, and adding an osgi bundle as an
additional output packaging, similar to the way that annotators have both a
normal jar and PEAR output.
