A new annotation created with "enter" always has the same type as the last
annotation created with "enter" (if the user does not switch the mode).
But an annotation created with "shift" + "enter" can have a different mode than
the current. In this case the suggestion was to switch the mode to the type of
the newly created annotation.
That is what I meant with "mode following".
This is actually related to this issue, because the Annotation Editor has
currently the limitation that it can only select annotations of the current
mode. After the mode switch the annotation can be selected. And all mode
related actions are available to easily modify it.
