I'm closing this vote. I know we're supposed to not count the weekend towards
the 3 days, but in this case I think it's OK because (1) this is just for
release tooling, and (2) we have votes from most of the active committers in
various timezones already.

Jörn suggested fixing the names used, from "UIMA" to "Apache UIMA", and a new
Jira was entered for this, but this was not deemed important enough to stop the
release.

The vote passes.

I'll release this, and then post a release for the shared top level POM for UIMA
projects, after I update that to depend on this now released part of our build
tooling.
