I remember this issue from some time ago, and if I recall correctly, we noticed
that changing this (to remove incubator) breaks backward compatibility. So
that's why it hasn't been done, up to now. Is there a reasonable approach to
make this change, while appropriately notifying users whose code may "break"
what is going on and how to fix issues that might arise here?
