Frequent pinging of UIMA-AS services buy the DUCC service manager is tickling a
leak in ActiveMQ resulting in ActiveMQ crashing with OutOfMemory Exceptions.
Until the underlying cause of the problem is determined and resolved, the SM
will do exponential back-off of the ping rate. New jobs dependent on services
reset the affected pingers to a high-rate of ping to insure responsiveness.
The rate is then doubled up to a max of 32 minutes (the threshold for bypassing
the OOM is 30 minutes).
