Here are some initial suggestions:

some acronym starting with textual annotation and a preceding UIMA:
UIMA-TAPE: textual annotation processing engine. I like the metaphor for this: 
it's maybe not the best solution and not build for all eternity, but it can be 
accomplished really fast. The problem is that it is really similar to JAPE. 
Some variations starting with "ta": tacit, tacker, tale, taiko, taxon, ...

Something that combines UIMA and rules: uRule, rulima, UIMA-RUBAS (rule-based 
scripting), ...

Soemthing that reflect the rapid development character: 
UIMA-RADE: rapid development
