The new LaunchDelegate starts a vm in order to expand the classpath. However,
this functionality prevents debugging the rule implementation directly in the
workbench, if the workbench is started in developement mode. Add an option to
avoid a new vm. The LaunchDelegate should then simply call the main method of
the launcher.
